What a Traffic Regulation Order is
A Traffic Regulation Order (TRO) is a legal Order, which allows the Highway Authority to regulate the speed, movement and parking of vehicles and regulate pedestrian movement all of which are enforceable by law. The Act governing Traffic Regulation Orders is the Road Traffic Regulation Act 1984.
Most TRO's come about as a result of requests from residents, local groups and the emergency services asking that the Council assist in resolving traffic congestion or issues that affect their daily lives.
Processing Traffic Orders
On average, a TRO will take between 9 - 12 months from design to implementation. Restrictions and regulations cannot be put in place without a TRO because we cannot enforce a TRO without a formal legal Order being in place.
Why it takes so long
The procedure includes a statutory period of advertising and consultation, which is a legal requirement. All comments of objection or support will be reported to Committee and a letter sent in advance to those people who have written inviting them to attend these meetings.
Enforcing TRO's
Our Civil Enforcement Officers will enforce parking restrictions; the Police enforce speed and movement restrictions.
