Local Development Framework - Minerals Site Allocations Document - Discussion Paper
Bournemouth, Dorset and Poole Councils are in the early stages of considering potential new allocation sites for mineral extraction to be included in the Minerals Site Allocations Document (MSAD). Following informal consultation on the MSAD Discussion Paper, it is proposed (subject to ratification by the Government Office of the South West), to merge the Minerals Core Strategy and the MSAD. Once adopted this combined document will identify specific sites for the extraction of a range of minerals within the County and will provide specific planning guidance over the period to 2026.
The MSAD Discussion Paper was published in October 2008, following a period of extensive evidence gathering, and provided the opportunity for stakeholders to participate in the selection and allocation process of future minerals extraction sites within Dorset. The Discussion Paper provided details of all sites that were suggested for consideration by minerals companies, landowners and consultants. This stage provided the public with the opportunity to comment on these sites prior to the site selection process that will follow. It also provided an opportunity to comment on the criteria that it is intended to use to assess potential sites. It should be noted that the inclusion of any site within the Discussion Paper does not imply support by the three authorities, nor does it imply a future grant of planning permission.
All suggested sites have been the subject of detailed Site Assessments
which include information relating to mineral deposits, proposed workings and restoration and economic justification, as well as reviews of residential proximity, ecology, hydrology, landscape, archaeology and traffic impacts.
All suggested sites have also been subjected to a Sustainability Appraisal (SA)
. SA is a systematic and evaluative process which aims to determine how each identified site performs in a social, environmental and economic context, against sustainability objectives developed through the Sustainability Appraisal Scoping Report. These two supporting documents are summarised in the MSAD Discussion Paper.
Consultation on the Discussion Paper took place between 17th October and 12th December 2008. The outcomes of the consultation were reported to the Minerals and Waste Policy Joint Advisory Committee in March 2009. A committee report provides a summary of all representations received expressing agreement/disagreement for each of the identified sites together with an initial report to the comments.
