Transport Contribution Scheme
The Transport Contributions Scheme replaces the interim framework that had operated since October 2007 and the transport element of Poole Bridge Regeneration Initiative Planning Obligations spg 2004. The new Scheme is South East Dorset wide, excluding Purbeck, and Poole is the first of the South East Dorst Local Authorities to introduce the scheme having been approved by Council at its meeting on 7 April 2009. The scheme is based upon a standard tariff related to the forecast additional transport movement caused by development. The baseline for the forecasts is the level of growth set out in the draft South West Regional Spatial Strategy and infrastructure required to support the proposed growth levels. South East Dorset traffic forecasts for 2026 show that additional vehicle trips per weekday due to new residential development will be 185,700 and 46,425 due to new non-residential development. The tariff for 2009/10 is £713.20 per additional vehicle trip, for example, this equates to a tariff of £4,279 for a 2 bed dwelling and £47.47 per m2 for an industrial unit. The tariff will be updated annually using the Building Construction Price Index.
Consultation was co-ordinated by Dorset County Council on behalf of the five local authorities participating in the scheme (Bournemouth, Christchurch, Dorset CC, East Dorset and Poole). The draft document was consulted on from 27 October 2008 for 6 weeks, closing on 8 December 2008. Copies of the consultation draft were made available for inspection at each of the participating local authorities and placed on the dorsetforyou website with links from boroughofpoole.com. The representations received and proposed modifications to the scheme were considered by Poole's Economy Overview and Scrutiny Committee on 5 March 2009.
