Transport Obligations Guidance
Purpose
This interim framework deals with standard charges for transport from residential development, and supports Policy T13 in the Poole Local Plan First Alteration, (Adopted March 2004). It is not Supplementary Planning Guidance (SPG), but it has been through a public consultation process similar to SPG. The standard charge at 31 October 2007 is £1,000 per new residential unit, but this will be updated on 1 April annually with reference to the appropriate Transport Construction index. This interim framework replaces a similar procedure operated in Poole since November 2004, and a parallel interim framework has now been introduced in Bournemouth. During 2008, these two interim frameworks are likely to be replaced by a standard framework for transport charges, applying to Poole,Bournemouth,Christchurch and East Dorset.. It is proposed that this SE Dorset wide framework will be based on the SPG for Purbeck, which has operated since December 2006.
Consultation
Copies of the consultation draft were made available for inspection at: Public Libraries and Strategic Planning Services, Civic Centre (2nd Floor), Poole, Dorset BH15 2RU between 9th July 2007 until 20th August 2007. The proposed modifications to the interim framework in response to consultees were considered in detail by the Local Economy Overview Group on 4 October 2007.
