Minerals and Waste Development Framework - Minerals Core Strategy

Purpose

The Minerals Core Strategy (MCS) is the first Development Plan Document to be prepared as part of the Minerals and Waste Development Framework.The MCS will set out the vision, objectives and spatial strategy for meeting the mineral requirements of Bournemouth, Dorset and Poole.

Preliminary consultation on the MCS Issues and Options Report was undertaken between April and July 2007. It followed a period of initial evidence gathering, three stakeholder workshops and consultation on a series of discussion papers, during which the key issues to be dealt with through the MCS were identified and debated. The consultation sought views and opinions from stakeholders on the emerging spatial visions and objectives.

The publication of the MCS Issues and Options Report in November 2007, provided an opportunity for stakeholders to participate in the development of the MCS for Bournemouth, Dorset and Poole.

The MCS Issues and Options Report has been subjected to a Sustainability Appraisal (SA). SA is a systematic and evaluative process which aims to determine how each option identified in the MCS Issues and Options Report performs in a social, environmental and economic context, against 15 sustainability objectives developed through the Sustainability Appraisal Scoping Report.

Work has commenced on the preparation of a draft MCS that will take into account the representations received following consultation at the Issues and Options stage. However, changes to planning guidance now allow strategic sites to be allocated within Core Strategies. As a result of these changes work during 2008, has concentrated on the Minerals Site Allocations Document (MSAD) to facilitate progression in parallel with the MCS.

It is anticipated that at the next stage of consultation, the MCS and MSAD will be run in parallel, or ideally merged into a single document.

Consultation

Consultation at the Issues and Options stage took place between 23rd November 2007 and 18th January 2008. A Schedule of Responses to Issues and Options Consultation provides details of the consultation responses received as a result of the consultation process.
