Dorset Minerals And Waste Local Plan

Purpose

Dorset County Council and the unitary authorities of Poole and Bournemouth, as mineral and waste planning authorities, are each responsible for all aspects of land-use planning in connection with mineral working and the handling, processing and disposal of waste.

The Dorset Minerals and Waste Local Plan.(adopted April 1999), is the current development plan document for minerals development planning within Dorset and the unitary authorities of Poole and Bournemouth. It was prepared under the Planning and Compensation Act 1991 (1991 Act), which required each authority to prepare detailed land-use policies for their area. Since the adoption of the Bournemouth, Dorset and Poole Waste Local Plan , this plan now provides guidance on minerals planning only.

Under changes introduced by provisions of the Planning and Compulsory Purchase Act 2004, the Dorset Minerals and Waste Local Plan will be replaced by the Minerals and Waste Development Framework, the name given to the portfolio of development documents which will provide the framework for delivering minerals and waste policy for Dorset, Bournemouth and Poole.

Under transitional arrangements introduced by the Planning and Compulsory Purchase Act 2004 and associated regulations, the mineral policies contained in the Dorset Minerals and Waste Local Plan were ‘saved until 30 September 2007’, and subsequently the majority have been saved for a further three years from this date. These saved policies will be replaced by new Minerals Development Documents, currently in preparation, in line with the 2004 Act. Details of the Dorset Minerals and Waste Local Plan saved policies can be accessed from the Dorset County Council website.

The policies in the 1999 plan relating to waste have been superseded by policies contained in the Bournemouth, Dorset and Poole Waste Local Plan adopted on 30th June 2006. Under the arrangements, policies contained within this new Plan will also be ‘saved’ for a period of three years. The current Waste Local Plan will similarly be replaced by new Waste Development Documents in line with the requirements of the Planning and Compulsory Purchase Act 2004.

The Dorset Minerals and Waste Local Plan is available to view and can be downloaded from the web via the following Dorset County Council link. It is also available for inspection in Strategic Planning Services at the Civic Centre and at all Borough of Poole libraries.
