Retail And Leisure Capacity Study 2007
Purpose
The 2007 Poole Retail and Leisure Capacity Study was commissioned to provide an essential evidence base for the preparation of the Council’s Local Development Framework documents which will replace the Local Plan and set planning policy up to 2026 for the town.
National guidance on retail planning (PPS 6) recommends that Local Planning Authorities prepare such studies at least every 5 years in order to plan and allocate land for retail and leisure needs. The last study was done in 2005. The 2005 study includes details of the extensive household survey work and should therefore the 2007 study should be read alongside the 2005 study. The 2007 study roles forward the survey data but includes updates on population forecasts, anticipated spend patterns and takes account of new floorspace built since 2005 or floorspace that has become vacant. PPS 6 clearly establishes town centres as the focus for new retail development. This needs assessment will help the Council ensure that future needs can be accommodated appropriately and a strategy to concentrate retail-led regeneration in Poole Town centre can be achieved.
The Council has also undertaken an audit of the ‘health’ of the Borough’s 17 smaller shopping centres has also been undertaken to support the Local Development Framework. It excludes Poole Town Centre and the smaller town centres of Ashley Road (Upper Parkstone), Ashley Cross and Broadstone.
Consultation
Study findings based on 1000 telephone survey of households within the shopping catchment as well as a survey of the views and opinions of 351 shoppers using Poole Town Centre undertaken in 2005. Floorspace requirements by major national retailers and leisure operators were also canvassed.
