Borough Of Poole Tackles Underage Sales

Borough of Poole’s Licensing Sub Committee met on Wednesday 20 June to hear the review application by Environmental and Consumer Protection Services for the premises known as Spar, 21 Haven Road.

The review was brought forward following two occasions of alcohol being sold to people under the age of 18.

Borough of Poole concluded that the premises was not fulfilling the licensing objective of protecting children from harm. The Licensing Sub Committee decided to:

  • suspend the premises licence for a period of 5 weeks;
  • all staff to be given appropriate training in the sale of alcohol prior to serving any alcoholic beverages and such training to be documented. It is the responsibility of the designated premises supervisor to ensure that all staff members have fully understood such training and procedures;
  • ensure all sales of alcohol are made only by personal licence holders;
  • ensure the designated premises supervisor undertakes the appropriate BIIAB training link will open in new window as soon as possible;
  • request that CCTV tapes to be kept for a minimum of 28 days and to ensure that at least one member of staff on the premises at any time is able to operate the machines.

Lucy Magill, Regulatory Services Manager, said: “Borough of Poole takes under age sales very seriously. We will continue to focus on this as a priority in order to keep children and young people living in Poole safe. In the case of Spar, the outcome will hopefully ensure that the premises fulfils the licensing objectives in the future.”

She added: “This also sends out a strong message to all premises selling alcohol that staff should be adequately trained and that proof of age checks are carried out at all times.”

The premises now have 21 days to appeal the decision.
