TURLIN MOOR SAYS NO TO ANTI SOCIAL BEHAVIOUR

Residents of Turlin Moor are working with the Borough of Poole and Dorset Police on a major new joint initiative dealing with anti-social behaviour on their housing estate.

The Turlin Moor area is not unique in the Borough in suffering problems of anti-social behaviour. However, these problems have been sustained on the Estate over many years. Initiatives have minimised the effect of the problem for periods, but behaviour such as criminal damage, disruption of bus services, harassment of neighbours and other kinds of anti-social behaviour have always re-surfaced. Dorset Police and the Borough of Poole are determined to mount a sustained and effective campaign, using the expertise of both agencies together with the goodwill and support of residents, to ensure that there is an appropriate response to all such behaviour.

The initiative builds on a successful partnership between the Council and the Police which shares information and promotes a clear message that anti-social behaviour will not be not tolerated and that residents should be able to have quiet enjoyment of their homes.

The key elements of the initiative are:
· Police beat teams: Five officers are based at Carter Community School and other officers are available to support them, targeting anti social behaviour in area-based teams.
· Abandoned cars initiative: already underway to swiftly deal with all vehicles.
· CCTV on Turlin Moor : Will go live this Summer/Autumn as part of the successful £1.4million bid for CCTV in Poole
· Anti Social Behaviour Orders: Work is already in hand with a view to obtaining two such orders through the courts.
· Acceptable Behaviour Contracts: Joint work is underway, between the Dorset Police and the Borough of Poole, to introduce a system of Acceptable Behaviour Contracts. Individuals who are identified as behaving in an anti-social manner will enter into an agreement with the police and the Council to behave in an acceptable way - with clear penalties if the Agreement is broken.
· Enforcement of housing tenancy agreements: Sometimes anti-social behaviour is not strictly criminal even though it has a negative effect on a community. In these cases Housing Management Services can use the tenancy agreement against tenants and their families or friends who cause anti-social behaviour.
· Enforcement of Noise Abatement Orders: Consumer Protection Officers investigate complaints of noise nuisance. In serious cases this can lead to perpetrators being prosecuted and, as recently happened, officers entering premises and seizing hi- fi equipment.
· Information sharing between the Police and the Council: (officers from Housing Management, Consumer Protection and Community Safety teams) to combat in anti-social behaviour such as harassment and intimidation. This enables more effective action to be taken against offenders, including the threat of eviction, court orders and criminal proceedings.

Turlin Moor residents are enthusiastically backing the scheme.
