Prolific And Other Priority Offenders Group
The Prolific and Other Priority Offender (PPO) Scheme was implemented on the 6th September 2004, and replaces the Persistent Offender Scheme, and is chaired by DI Steve Thorpe of Poole Police.
Poole Safe Together Partnership and local criminal justice agencies recognise that a relatively small number of offenders are responsible for a disproportionate number of offences in each area.
The aim of the scheme is to develop a rapid and effective partnership intervention to reduce crime and re-offending, and control and change the behaviour of persistent offenders.
Each local PPO scheme selects the individuals who are responsible for most crime and disorder, using the National Intelligence Model (Police based system of gathering intelligence on offenders) and a selection matrix.
Poole Safe Together Partnership is then responsible for ensuring that all agencies prioritise their resources on these offenders, with the explicit aim of putting an end to their offending. Agencies are required to offer a premium service to these offenders.
Premium Service
The aim of the Premium Service is to ensure that the Criminal Justice Service can bring a clear and consistent approach to prioritising effort and resources on tackling priority groups of offenders.
The premium service entails:
- Faster Processing
- Prioritisation of resources
- Enhanced quality standards
- Increased multi-agency collaboration
This is delivered by the following agencies:
- Crown Prosecution Service
- Courts
- Police
- Probation
- Prisons
- Youth Offending Teams
The PPO Scheme consists of three strands -
- Catch and Convict - The aim is to prevent offending through apprehension and conviction. This is aimed at those offenders who are already prolific.
- Prevent and Deter - Focuses mainly on young people and involves agencies identifying and offering interventions to reduce the number of persons who will enter into a criminal career.
- Rehabilitate and Resettle - Applies to those offenders who are in custody or are serving sentences in the community through closer working between all relevant agencies and continued post sentence support.
