Procurement: A Definition

In its broadest term, procurement is about the acquisition of all goods, works and services (excluding staff costs and salaries) from third party organisations.

It also covers the supporting of processes and systems;

  1. determining and specifying the need,
  2. the acquisition process,
  3. the disposal of an asset or delivery of a service.

The process that allows this to be measured is often referred to as whole life cycle costing.


The Procurement Agenda

Under current policies such as Best Value and the Comprehensive Performance Assessment (CPA), we are also required to look at the way we deliver services to people, whether it is in-house, outsourced or through novel means such as Public Private Partnership (PPP).

Our corporate business plan - Striving for Excellence, sets out our priorities and policies for us, most of which are service and quality related. Clearly, effective procurement has a significant role to play in our ability to make this plan a reality; through the decisions that we take on the means of delivery, the suppliers that we engage, and how we measure and ensure best value for money.


The Corporate Procurement Strategy

The Corporate Procurement Strategy sets out the future of Procurement over the next two years, it has been developed to:

  • Support the delivery of the Council’s business plan - Striving for Excellence
  • Contribute directly to Council Policy where procurement can make a difference
  • Implement our own Vision for Procurement through the Corporate Procurement Strategy
  • Respond positively to the Gershon Efficiency Review and associated efficiency targets
  • Develop existing procurement skills and knowledge within the council
  • Achieve the milestones set out in the National Procurement Strategy for Local Government

The Corporate Procurement Team

The Corporate Procurement Team form part of Financial Services who’s aim it is to maximise the efficiency and effectiveness of procurement across our organisation whilst ensuring that procurement supports our corporate strategy and the delivery of high quality services.

Procurement in the Borough of Poole is a strategic business discipline supporting effective service delivery and a drive for best value for money. The procurement team contribute to this in the following ways:

  • Structure and Training – work with a network of individuals responsible for Procurement and training them accordingly.
  • Policy and Strategies – formulate policy and procedures, gain ownership of the principles and maintain compliance.
  • Contracting and Supplier Relationships – adopt a standard approach to contract management and manage the supplier interface.
  • Processes and Systems – use of Purchasing Cards for low value transactions and the introduction of e-Procurement tools.
  • Supporting the Efficiency Review – identify areas for further improvement and efficiency gains including working collaboratively.

Contract Management

All suppliers must ensure that the quality and performance stated in the tender documents are maintained or improved throughout the contract period. The Office at Borough of Poole responsible for the administration of the contract will be notified by users, of any instances when the suppliers performance does not meet the required levels, and these will be recorded for future contract reviews unless the incident is serious enough to require immediate action.


Suppliers and Tenders

Borough of Poole's Service Units and Schools shall maintain, where it is deemed appropriate, approved lists of contractors and suppliers able and willing to tender for contracts for the supply of goods, materials or services of specified categories, values or amounts or for the execution of specified categories of works.
