The National Agreement
In response to issues surrounding the recruitment and retention of teachers and raising standards in schools, The National Agreement was signed by Department for Education and Skills (DfES) and most of the major teaching and support staff associations in January 2003.
The National Agreement highlights a set of common actions required across all schools, specifically the implementation of statutory contractual changes to teachers' pay and conditions. This work is being overseen by the Workforce Agreement Monitoring Group (WAMG), which is a representative body of all the signatories.
Significantly the agreement does not focus solely on teachers. It acknowledges the vital role played by school support staff and has led directly to the establishment of higher level teaching assistant (HLTA) standards and the certificate of school business management (CSBM). The agreement has also helped create other new roles in schools for adults who support teachers' work and pupils' learning.
